They overlap, but the emphasis differs. DevOps describes the practices for moving changes to production quickly and safely; platform engineering builds the durable products — pipelines, frameworks, golden paths — that make those practices the default for every team. A Centre of Excellence (CoE) is the standing capability that governs how an organisation uses Salesforce: a design authority for significant changes, shared standards and reusable assets, intake and prioritisation for new demand, and a continuous view of platform health. Cloud23 designs CoEs and can operate them with you until your own team is ready to take over.
It usually should. Foundations built in isolation rarely fit real delivery, so we embed platform work next to live workstreams and prove pipelines and frameworks on actual releases. The trade-off is pace, and we plan capacity so the roadmap does not stall.
